Unfortunately racism. Even if the guilty party were under the influence of alcohol, drugs or both, it still shows low tolerance to multiculturalism that Melbourne is supposed to be about.

Cigarette smokers throwing their butts on the ground or out car windows. Some walking smokers will use a bin if its there – but no bin and they think they have license to throw their butt almost anywhere. If they can’t deal with their habit, why should we forced to?
