Watching dumb people trying (and failing) to avoid the water jets at the feature on the river bank in front of Crown.
Completely free? I’d have to say people-watching in the nearest bogan shopping centre.

swim, jump off the pier, paddle kayak, sail, surf (grotty baywaves!), walk/run the beaches and foreshores, eat watching the sunset, beach cricket… etc, etc, ad infinitum

I like getting off at Jolimont and walking to Fed Square through Birrarung Marr, over the soundscape bridge. When the kids are with me, one of the best playgrounds in Melbourne is at the back of Fed Square, next to Art Play.
I also like the Children’s gardens at the Botty Gardens.
When I tire of sitting infront of my TV screen at home, I love to pop down to the ACMI Mediatheque to watch a massive archive of free Australian TV and movies on their TV screens.
