Butchers Grill on Bourke St. Good 2 course special on offer. Prices aren’t nearly as what you would think when walking past the restaurant. Pleasant surprise :)

This really kind of depends how you define “best”. I mean, do you want something that is genuinely the best food in the city served at lunch time? Or the quickest, cheapest feed?

Having said that, a few places that tick the quick, cheap and tasty boxes:

Don Don, 321 Swanston St St: Japanese fast food. Big bento boxes, curries, sushi and salads, all around the $7 mark, served fresh and immediately.

Satay Bar, Cnr Flinders Lane & Custom House Lane. Simple concept: choose a skewer (chicken, beef, tofu, prawn, etc), choose some sides (salads, rice, vegie crackers, etc) served with a good dose of their incredibly delicious satay sauce.

Soup in the City, 14 Centre Place. Big range of soups, all served piping hot into big bowls. Pretty simple, but they’re delicious, and perfect in winter.

Not AS good value for money (IMO) but if you need something on the run, and don’t want junk/just another sandwich, the Blue Bag stores are pretty good. They have a large, revolving menu of takeaway salads and soups (and also sandwiches and bagels, but zzzzz), which they publish on their website, which I think is neat: http://www.bluebag.com.au. They also sell their coffees and soups in reusable cups, which is good. 405 Collins St, 57 Lonsdale St, 429 Lt Bourke St, Healey’s Lane
